OBC Survey: This decision of the Odisha government is being seen as a political step taken before the 2024 Lok Sabha and Odisha assembly elections.

The Odisha government has decided to conduct OBC survey in the state and complete the process by July 12. The decision has been taken amid allegations of denial of due facilities to the OBCs by the Odisha government. Odisha will be the second state after Bihar to collect data on the socio-economic status of people belonging to backward classes.

This decision of the Odisha government is being seen as a political move ahead of the 2024 Lok Sabha and Odisha assembly elections. The move, ahead of the 2024 Lok Sabha and Odisha assembly elections, is being seen by opposition parties as an attempt by the ruling BJD to woo voters from the backward classes, who constitute about 54 per cent of the state’s population.

What did the state government say?

The state government said the survey would help in formulating effective policies to ensure socio-economic development of the backward classes. According to officials, the BJD government of Odisha had decided to conduct the survey in May and June 2021 after the formation of the Odisha State Backward Classes Commission (OSCBC) but it had to be postponed due to the second wave of COVID-19.

OSCBC had identified 209 communities as Socially and Educationally Backward Classes (SEBC) in Odisha. The number has now increased to 231 after the state cabinet recently approved the inclusion of 22 more castes in the state’s OBC list.

The state government’s earlier attempt to set a 27 per cent quota for OBCs was challenged in the Odisha Administrative Tribunal as it exceeded the reservation limit of 50 per cent in respect of STs, SCs and SEBCs in public employment set by the Supreme Court.

VV Yadav, member secretary of the National Commission for Backward Classes, said the state government has accepted the proposal of the OSCBC to restart the survey of social and educational conditions of people in the category.

He said that the entire process of survey will be completed by July 12, 2023 in all 314 blocks and areas under 114 municipal bodies of the state.

The survey will be conducted under the supervision of the OSCBC and district collectors and municipal heads will prepare and send their survey management plans to the commission by the first week of March. The plans will include district profiles, information on survey centres, enumerators, supervisors and Officers concerned with other surveys, along with their postings.
