The Uttar Pradesh Electric Vehicle Policy has been notified by the state government on 14 October 2022.
In order to promote the sale and use of electric vehicles in the state, the Uttar Pradesh government has issued an order to convert vehicles used in all government departments into electric vehicles. According to the order issued by Chief Secretary Durga Shankar Mishra, all the departments and institutions under the jurisdiction of the state will have to compulsorily convert all their vehicles to electric by the year 2030.
Purchase of electric vehicles will be possible even without tender
In order to make this order issued in the context of electric vehicles a reality, the government has given instructions to purchase nominations even without tender. An official said this is due to the fact that the EV companies are not registered on the Government e-Marketplace (GeM) portal, on which the tenders are auctioned.
The order also stated that the procurement cost of these EVs may exceed the limit set earlier in the budget. The government argued that these electric vehicles trade at a higher cost than petrol and diesel-powered vehicles, and hence the ceiling limit may be breached before the target is achieved.
It is also worth mentioning that the state government gives advance payment to its employees for purchase of motor vehicles. The employees have to return these vehicles within the stipulated time. The Uttar Pradesh government said that electric vehicles should be included in the list from now on.
Uttar Pradesh government has made EV policy
The Uttar Pradesh government had notified the Uttar Pradesh Electric Vehicle Manufacturing and Mobility Policy 2022 on October 14, 2022. The policy offered 100 percent road tax and registration fee waiver for 3 years from the date of purchase of the EV. Also, if the vehicle is made in Uttar Pradesh, exemption is provided for 5 years.
The combined subsidy from the central and state government points to a possible price reduction of around 20,000 for two-wheelers and around 1 lakh for electric vehicles, which will make electric options more attractive to buyers. Thus EV sales are going to increase in the coming decade.
